What is the Favor cost and reputation requirement?
The recorded price is 45 Merchants' Favor. No specific reputation rank is listed in this local record; that does not mean no other requirement can apply. The local entry indicates binding on pickup. None of these references is live inventory.
Is it already available at the level-30 beta cap?
Client data and guides reference the pattern, but actual access, profession requirements and vendor stock can change. Profession skill is not equivalent to character level. Check the appropriate trainer in Professions.
